Background and Purpose

The UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) is a five
year programme of jointly implemented by ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The Programme is aligned to six pillars policy of Federal Government, Somalia and Somaliland constitutions and local government acts that promote decentralization of basic services and commitment to peace and stability through improved relationships and legitimacy of government institutions. The program is also guided by lessons from phase 1 of the program and guidance from the international community on working in fragile states, the evolving political context in Somalia and UNICEF resilience strategy.

The Civic Education is integral component of JPLG as key activities for social accountability Implemented by UNICEF . The ultimate goal of the Civic education is to increase the public understanding on their civic rights and responsibilities to basic services. This project directly addresses the overall JPLG objective, “that local government contributes to peace and equitable basic service delivery”. It aims to achieve this by improving the level of civic awareness in the targeted JPLG targeted Districts in Somalia. This is done by educating the public on their right to, and responsibility for basic services from their local governments.
