Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF is a member of Islamic Relief Worldwide Network intervenes in more than 30 countries around the world through operations of emergency relief, rehabilitation and development. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender.

In response to the current crisis in Kenya and Somalia, SIF is expanding its humanitarian response. In view of this operation, SIF is recruiting a regional administrator (M/F).

The regional administrator will manage and supervise the support services of the mission.He/she will be in charge of the finance, the human resources functions and the overall administration of the mission. The position in based in Nairobi.

Missions and activities: Effective budget and finance management 
• Prepare project budgets in collaboration with the coordination team
 • Prepare yearly financial planning and inform coordination team and HQ of potential gaps, update as new funding comes in
 • Prepare, edit and communicate monthly budget follow-ups to the coordination and administration teams on the bases; ensure proper communication with HQ accounting department
• Prepare expense forecasts and ensure monthly follow up
 • Ensure production and filing of interim and final financial reports depending on donors deadlines and formats
• Supervise the audit of donors financing contracts and yearly internal audit
• Follow up on payments of contracts signed in the field (in cooperation with HQ depending on the place of payment)
 • Follow up the financial risks, including those related to the HR policy (provisions of end-of-contract compensation)

Supervise and manage the accounting of the mission
 • Prepare and supervise the accounting, extra accounting and expatriate data entering in the accounting software
 • Prepare and supervise the editing of the monthly accounting documents
 • Supervise the bank ledge keeping and bank reconciliation and matching
• Check and edit the monthly accounting documents, and send to Headquarters.
 • Consolidate and validate the cash forecast for the mission and send the transfer request to headquarters
 • Communicate payments made by the HQ for the field
 • Check the mission’s cash level on a monthly basis
 • Define the mission’s cash flow plan and ensure fund transfers to the bases

Overall management of human resources functions
• Ensure respect of SIF internal human resources regulation by all staff
• Manage and supervise HR functions, ensure HR documents are up to date and archived.
• Take part in preparing the financial and HR aspects of the projects
 • Ensure staff leave plan are regularly updated
 • Ensure staff database is up to date

Administration and office management
 • Daily management of office activities, planning, movement, well being of staff
• Ensure proper archiving of administrative documents
 • Ensure proper follow up of all SIF registration document in Kenya and Somalia and inform the HoM and HQ about any new requirements and/or issues
 • Initiate and / or develop relations with local authorities for HR issues (Labour inspection, Labour department) and financial issues (banks, Finance Department) and administrations

Profile :
• Minimum 5 years of Previous experience in humanitarian work, including previous experiences as mission Finance/administrator
• Proven experience of management/reporting of donor funding (EC, CIAA, Echo, and UN) and good knowledge of their requirements
• Good knowledge of standard logistic and procurement procedures
• Microsoft Pack office proficient
• Familiar with accounting soft (Saga and/or others)
• University degree in economics/finance and/or other related studies
• High polyvalence and multi tasks ability (HR, Finance, logistic, administration)
 • Proven experience in capacity building of national staff
• Ability to work with tight deadlines and with minimum support/supervision
 • Familiarity with Horn of Africa context (especially Kenya/Somalia)

Terms and conditions:

 • Wages to be defined according to profile + per diem
 • 1 year contract
• Guesthouse
 • 2 days of paid vacation per month
• Return ticket provided, at the beginning and at the end of the mission (only for the country of origin)
• Vacation period of one week, each three months (salary maintained)
